ERBIL, Kurdistan Region (Kurdistan 24) – The platform to announce the First Report to Apply the Strategic Procedures To Combat the Corruption in Kurdistan Region held in Erbil on Wednesday morning.

During the announcement, the Kurdistan Regional Government's Prime Minister, Masrour Barzani gave a detailed word regarding the First Report To Apply the Strategic Procedures To Combat the Corruption in Kurdistan Region.

The Premier emphasized the technical ways of lowering the corruption in the public sector by giving few examples:

- Digitalizing the Governmental businesses, building a firm infrastructure and an electronic government.

The process of digitization of government services and businesses continues and is an important part of government to reform, play an effective role in promoting clarity and transparency, eliminating bureaucracy, fight corruption and waste the public resources.

- Introducing banking system to many public services in Kurdistan Region, is another theme of our work towards fighting corruption is to reform the banking system and connect government and private sector institutions to an advanced and modern banking system.

Having an advanced and active banking system is also one of the basic necessities of people's daily lives. It is an important factor of economic development and a favorable environment for economic and trade growth and helps to reduce and curb corruption.

- Promoting the reform programs, transparency and justice and prevent waste of public resources. The Kurdistan Regional Government, within the framework of its reform programs to promote transparency and justice and prevent waste of public resources, has worked on amending and submitting several bills, the most prominent of which was the reform law on salaries, allowances, grants, privileges and pensions In 2020, it was sent to the Kurdistan Parliament and approved.

“In the name of Allah, the Most Gracious and the Most Merciful

Ladies and gentlemen, good morning and very welcome

I extend a special welcome to the Head of the Judicial Council of Kurdistan Region, as well as the guests in Baghdad: The Head of the Iraqi Commission of Integrity, the Deputy Head of Finance Supervision at the Federal Government and all of you whether in Kurdistan or have come abroad. I also welcome the European Union Ambassador.

Very welcome to you all, I am very pleased, participating with you, in this event.

I extend my gratitude to the Kurdistan Commission of Integrity for preparing this report which is about applying the strategic procedures to combat the corruption in the official public and governmental sectors in Kurdistan Region.

Definitely, confronting corruption and putting limits to the waste of the public resources, have been important parts of the ninth cabinet’s tasks at the Kurdistan Regional Government. Therefore, we worked seriously and took the necessary actions to promote transparency and fight corruption. In this regard, we have a good coordination and relation with the Kurdistan Commission of Integrity as an independent establishment.

This report has been prepared with a full cooperation with the Kurdistan Region Government in September 2021. The Council of Ministers approved the fighting corruption strategy and reaffirmed its position to continue taking the actions to promote transparency, holding to accountability and fighting the corruption. At the same time the ministries and relevant authorities were instructed to follow up the implementation of those recommendations and proposals of this report that was presented in March this year by the Head of the Commission of Integrity at the Council of Ministers’ session.

It is providential that most of the requests and recommendations mentioned in this report to fight corruption, the ninth cabinet at the Kurdistan Region Government since the start of its work, worked, and planned for to apply them, for example:

- Digitalizing the Governmental businesses, building a firm infrastructure and an electronic government.
The process of digitization of the governmental services and businesses continues and is an important part of governmental reforms that will undoubtedly play an effective role in promoting clarity and transparency, eliminating bureaucracy and putting limits to the corruption and waste of public resources.

-Another way of fighting corruption is reforming in the banking system and connecting the governmental and private sectors’ institutions to an advanced and modern banking system.

Having an advanced and active banking system is also one of the basic necessities in people's daily life. It is an important factor for economic development and a suitable environment for economy and trade growth as well as helps to reduce and curb the corruption.

-The Kurdistan Regional Government, within the framework of its reform program to promote transparency, justice and prevent waste of public resources, worked on amending and submitting several law bills, the most prominent of it was reforming the regulations regarding salaries, allowances, grants, titles and positions, also pensions in 2020, were sent to the Kurdistan Parliament and approved.

In the recent years, several corruption cases were investigated and sent to the Kurdistan Regional Courts.

Dear Attendees:

We have a strong will to combat the corruption, but this is not only the government and the courts’ duty, but also requires all citizens, classes in society, universities, educational establishments, religious experts and scholars, teachers, media outlets’ coordination and assistance.

They can play an important and effective role to raise the public awareness and explaining the risks of the corruption. At the same time, we need to work on developing and spreading a culture of integrity, honesty and loyalty.

However, a part of the issues in fighting corruption and the reform plan was the interference and role of political parties; not only not cooperating, but some parties systematically opposed the government's efforts.

Hereby, I reassure our dear people of Kurdistan, despite all the problems, obstacles and crises, with a strong will-power we will continue our reform plan, fight corruption and prevent the waste of public resources.
Once again, I thank the Commission of Integrity for preparing this report and reaffirm the Kurdistan Regional Government’s support to curb and eradicate the deadly epidemic of corruption in Kurdistan Region.
