Ocalan Reportedly Proposes Legal and Democratic Resolution for Syrian Kurds

Ocalan’s expected message will focus on a legal and democratic approach to resolving the Kurdish cause in Syria, distancing himself from violence and armed conflict.

ERBIL (Kurdistan24) – The Peoples’ Equality and Democracy Party (DEM Party) has revealed that Abdullah Ocalan, the imprisoned leader of the Kurdistan Workers' Party (PKK), is expected to make a public appeal outlining a legal and democratic solution to the Kurdish cause in Syria.

Tülay Hatimoğulları, co-chair of the DEM Party, stated in a press briefing that a third delegation from the party is set to visit İmrali Island Prison, where Ocalan has been detained since 1999. 

The delegation aims to discuss the ongoing peace process and new political developments regarding both Turkey’s Kurdish issue and the situation in Syrian Kurdistan (Rojava).

Speaking on the recent meetings between DEM Party officials, Turkish authorities, and Kurdistan Region representatives, Hatimoğulları indicated that discussions have revolved around the potential resumption of peace negotiations and Ocalan’s role as a key figure in resolving Kurdish-related issues through peaceful means.

Ocalan’s Proposal: A Political and Constitutional Framework

According to Hatimoğulları, Ocalan’s expected message will focus on a legal and democratic approach to resolving the Kurdish cause in Syria, distancing himself from violence and armed conflict.

"Ocalan’s statement will not be about confrontation; it will be a roadmap for a political and constitutional solution based on democracy and legal rights," she said. "The Kurdish issue in Rojava is now part of a broader political process, and Ocalan is at the forefront of efforts to shape its direction."

The DEM Party co-chair emphasized that Ocalan envisions a constitutional framework that recognizes Kurdish rights in Syria, advocating for a democratic model that respects ethnic and political diversity.

Turkey’s Response: No Formal Request for Meeting with Ocalan

Meanwhile, Turkish Justice Minister Yılmaz Tunç recently addressed the possibility of a third visit by the DEM Party delegation to İmrali, clarifying that no formal request has been submitted for such a meeting.

"If there is an official request, it will be reviewed, and a decision will be made accordingly," Tunç said, signaling that Turkey has not ruled out further negotiations regarding the future of the Kurdish peace process.

DEM Party Delegation’s Ongoing Efforts

The DEM Party delegation, has already held two rounds of meetings with Ocalan, discussing prospects for reviving the peace process in Turkey and addressing Kurdish concerns in the region.

The political landscape remains uncertain as both Turkish authorities and Kurdish representatives navigate the complex dynamics surrounding a potential return to peace talks. However, Ocalan’s anticipated message—centered on dialogue, constitutional reforms, and a non-violent resolution—could play a pivotal role in shaping the Kurdish political future in both Turkey and Syria.
