KDP and PUK Senior Delegations to Convene in Dukan to Finalize Cabinet Formation
Negotiations have now reached the critical stage of distributing ministerial and senior governmental posts.

ERBIL (Kurdistan24) — Senior delegations from the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) are set to meet on Monday (April 28, 2025), in the Dukan resort area to advance efforts toward the formation of the Kurdistan Region’s new cabinet.
The two influential Kurdish parties have held multiple rounds of talks at both the senior leadership and lower committee levels to shape the next Kurdistan Regional Government (KRG). Negotiations have now reached the critical stage of distributing ministerial and senior governmental posts.
Party leaders from both sides have expressed their commitment to swiftly finalizing the cabinet formation process, aiming to establish the new government within the coming weeks.
Today's meeting follows a previous two-stage round of discussions held on April 17 at the PUK’s Political Bureau in Sulaimani. That session included separate meetings between the parties' committees and senior-level delegations, reflecting a concerted push to overcome remaining obstacles.
The KDP and PUK, the two dominant forces in Kurdish politics, traditionally share power in the KRG. However, cabinet formations often face lengthy negotiations due to disagreements over portfolio distributions, security arrangements, and administrative authorities across the Kurdistan Region’s provinces.
The success of this new round of talks in Dukan could mark a major milestone in bolstering political unity in the Kurdistan Region, enhancing internal stability, and improving the Region’s capacity to navigate complex relations with Baghdad and neighboring countries.
