Former US Envoy James Jeffrey: America Committed to Strong Ties with Kurdistan Region

ERBIL (Kurdistan24) — Ambassador James F. Jeffrey, former US Ambassador to Iraq and Turkey and former Special Envoy to the Global Coalition to Defeat ISIS, reaffirmed Washington’s commitment to deepening relations with the Kurdistan Region in an exclusive interview with Kurdistan24 on Sunday.

Jeffrey emphasized that the United States seeks stronger ties with all nations in the Middle East, particularly Iraq and the Kurdistan Regional Government (KRG), as part of a broader regional strategy.

"The message is clear: The US wants better relations across the region, especially with Iraq and the Kurdistan Region,” Jeffrey said. “This relationship is deeply rooted and interconnected with broader American efforts to promote stability, push back against Iran, and create economic opportunities."

Jeffrey, who played a key role in supporting the Kurdish people during the 1990s through Operation Northern Watch and later in post-2003 Iraq, recalled the long-standing US-Kurdistan Region partnership.

“We helped draft the 2005 constitution to ensure Kurdistan’s recognized status within Iraq. Today, we continue to respect the Peshmerga’s sacrifices in the fight against ISIS and remain committed to our partnership.”

He also noted that while the US respects the internal dynamics of Kurdish politics, it does not support one party over another.

“We don’t take sides. What we hope for is good governance in the Kurdistan Region, which is essential for dealing with threats like ISIS and negotiating effectively with Baghdad and neighbors like Turkey.”

Jeffrey said the Trump administration’s foreign policy emphasized a balance of diplomacy, military strength, and economic engagement, stating that economic benefits must follow diplomatic efforts.

“This isn’t a retreat from diplomacy—it’s about using all the tools of statecraft. Peace and prosperity go hand in hand, and we’re seeing signs of a new order in the Middle East.”

On the ongoing dispute between Erbil and Baghdad, Jeffrey stressed the importance of constitutional frameworks and international involvement.

“We’ve consistently supported Kurdistan’s constitutional rights, especially regarding oil and gas. We’ve encouraged investment across Iraq—from Basra to Erbil—and we see both regions as viable for American and international businesses.”

Jeffrey underscored the importance of maintaining the US consulate in Erbil, citing it as a strategic presence that facilitates diplomacy and economic engagement.

“It’s always good to have an American point of contact. The consulate in Erbil plays a vital role given the volume of activity and our long-term interests in the region.”

He concluded by noting that although the US may be playing a quiet role in current negotiations involving Kurdish actors in Syria and Turkey, American influence remains significant behind the scenes.

“Whether directly or indirectly, the US continues to shape outcomes that promote regional security and prosperity.”

Ambassador Jeffrey’s remarks reflect the continued American interest in maintaining a stable, cooperative, and economically vibrant Kurdistan Region.
