Erbil (Kurdistan24) – A draft ceasefire agreement brokered by Egypt and Qatar and guaranteed by U.S. President Donald Trump sets forth a 60-day truce between Israel and Hamas, according to the full text released Friday by Israel's public broadcaster.
The proposed deal, which awaits final approval, details a comprehensive roadmap for halting hostilities in the Gaza Strip, ensuring the phased release of hostages, the restoration of humanitarian aid, and the launch of negotiations for a permanent cessation of conflict.
Hamas Delivers Response to U.S.-Backed Proposal
On Friday evening, a senior Hamas official confirmed to Reuters that the movement had delivered its response to the American proposal through mediators. A Palestinian official familiar with the talks told Reuters that “Hamas’s response is positive and will help in reaching an agreement.” The response marks a key turning point in ongoing efforts to end the war through diplomacy.
Ceasefire with U.S. Guarantees
At the heart of the proposal is a two-month ceasefire during which President Trump would personally guarantee Israel’s adherence to the truce terms. The ceasefire is scheduled to come into force immediately upon Hamas’ approval.
All Israeli military operations in Gaza would be suspended at the outset of the truce, and air surveillance, including intelligence-gathering flights, would halt for 10 to 12 hours each day, especially during hostage release operations.
Hostage Release Timeline
The agreement provides a detailed timetable for the release of Israeli hostages:
- Day 1: Eight hostages released alive.
- Day 7: Transfer of the remains of five deceased hostages.
- Day 30: Transfer of the remains of five additional hostages.
- Day 50: Two living hostages released.
- Day 60: Remains of eight deceased hostages returned.
The structured release plan is designed to sustain the ceasefire and facilitate ongoing dialogue.
Humanitarian Aid Commitments
According to the text, large-scale humanitarian aid deliveries to the Gaza Strip will commence immediately upon Hamas’ acceptance of the ceasefire.
Deliveries will follow the Jan. 19, 2025 agreement governing humanitarian aid distribution and will involve established international channels, including the United Nations and the Red Crescent.
The agreement emphasizes that aid will be delivered in quantities matching the civilian population's needs and will remain uninterrupted throughout the 60-day period.
Israeli Military Redeployment
On Day 1, after the initial release of living hostages, Israeli forces will redeploy from northern Gaza. By Day 7, following the transfer of deceased hostages, further redeployment will occur in the southern part of the enclave.
The aim is to de-escalate tensions while maintaining a controlled Israeli military footprint during the truce period.
Negotiations Toward a Permanent Truce
Parallel to the implementation of the ceasefire, the proposal mandates the start of formal negotiations addressing long-term arrangements for Gaza’s future.
These talks would cover:
- Final release of remaining Israeli hostages in exchange for Palestinian prisoners.
- Full Israeli withdrawal and associated security arrangements.
