Iraq’s Minister of Finance to attend a parliamentary meeting

Another reason to summon the Finance Minister to the parliament is the problem of liquidity and cash flow for the ministers to run and implement their service projects.

ERBIL (Kurdistan 24) - Taif Sami Mohammed, the Finance Minister and Director General of the Budget Department, attends a meeting with the finance committee of Iraq’s parliament. The central topic of the meeting, among others, is to discuss the Federal Court verdicts regarding the payment of Kurdistan Region’s civil servants’ salaries.

Another reason to summon the Finance Minister to the parliament is the problem of liquidity and cash flow for the ministers to run and implement their service projects.

The Federal Court’s decisions regarding the payment of Kurdistan Region civil servants’ salaries are as follows:

  • According to articles 116 and 117 of the Iraqi constitution, it is obligatory to have equality in sharing of public revenue. Kurdistan Region’s civil servants must not face discrimination in this regard.
  • Both the Federal Government and Kurdistan Regional Government must endeavor to pay the civil servant’s salaries in a timely manner and without delays.
  • Both the Federal Government and Kurdistan Regional Government must adhere to the law of federal public budget in order to pay the Kurdistan Region’s civil servants’ salaries.
  • The Prime Minister Mohammed Shia’ al-Sudani must take responsibility for paying the salaries of Kurdistan Regional Government (KRG) civil servants. He is also responsible for solving the existing problems between both the Federal Government and Kurdistan Regional Government. All this to make certain that Kurdistan Region’s civil servants receive their financial entitlements.
  • The Iraqi Government must be committed to paying the salaries of the Kurdistan Regional Government (KRG) civil servants and should no longer give loans to the Kurdistan Regional Government (KRG) to distribute the salaries of its employees.
  • The Kurdistan Regional Government must hand over oil and non-oil revenues to the Iraqi Government.

Atwan al-Atwani, the head of the finance committee of the Iraqi Parliament on Saturday Feb. 24, spoke to Kurdistan 24 about the latest decisions of the Federal Court on the salaries of the Kurdistan Regional Government and the remittance of 618 billion dinars by the federal government.

Atwani said the 618 billion dinars will continue to be sent monthly by the federal government to the employees and salaried workers of the Kurdistan Region until the general law on the federal budget is amended.

"We will discuss the decisions of the Federal Court on the salaries of the Kurdistan Regional Government employees. For this purpose, next Monday, 26-02-2024, the Finance Committee will host Taif Sami Mohammed, the Iraqi Finance Minister," he said.

According to the chairman of the finance committee, the draft amendment to the Iraqi budget law prepared by the federal government will reach parliament this week or mid-next week. "In the coming days, a committee from the Iraqi Ministry of Finance will visit Erbil to audit the salary list of the Kurdistan Regional Government employees," he said.
