Kurdistan Is a Leading Investment Destination

International lawyer Tamam Ali tells Kurdistan 24 that Investment Law No. 4 of 2006, ten-year tax exemptions, and full customs waivers make the Region uniquely attractive for foreign capital

ERBIL (Kurdistan 24) - Legal adviser and international lawyer Tamam Ali, representing an international law firm participating in the Seventh International Real Estate Investment Exhibition in Erbil, told Kurdistan 24 in an exclusive interview on the sidelines of the four-day expo that the Kurdistan Region has become a leading investment environment in the region thanks to its security, stability, and legislative framework that protects all parties' rights.

The exhibition, opened by Prime Minister Masrour Barzani at Sami Abdul Rahman Park with the participation of nearly 300 local and international companies from 12 countries, has placed the legal dimension of real estate investment at the center of discussions between investors, developers, and citizens as the Region works to stimulate economic activity and facilitate access to suitable housing.

The Contract Is the Foundation

Ali explained that international law offices participating in the exhibition are focused on providing specialized consultations in contract law, real estate investment management, and construction projects. He stressed that Kurdistan Region Investment Law No. 4 of 2006 places the contract as the fundamental pillar protecting the rights of all parties.

He identified several essential elements that investors and buyers must include in any contract to ensure their legal position is protected. Delivery dates and execution timelines must be specified clearly and precisely. Technical specifications covering construction quality and architectural plans must be detailed to prevent any breach. A penalty clause imposing explicit financial fines on developers in case of delivery delays must be included. Buyers must retain the right to refuse to receive the property if construction defects or violations are found, and to withhold a portion of payments until required specifications are met. Finally, contracts must be officially documented with the relevant government authorities to give them their formal and binding legal status under the laws in force in the Region and Iraq.

Exceptional Privileges for Foreign Investors

On the reasons foreign capital and investors are increasingly drawn to the Kurdistan Region, Ali said that investors do not look only for financial returns but place security, stability, and the rule of law at the top of their priorities, which the Region successfully provides. He noted that the Kurdistan government does not place obstacles before foreign investors but instead grants them a unique package of legal incentives, including comprehensive tax exemptions extending up to ten years, full customs exemptions on the import of machinery and construction materials for projects, and broad government facilitation in the allocation and securing of land and investment sites.

An Invitation to Invest

Ali closed his remarks with a direct invitation to investors and international companies to come to the Region, citing the unprecedented financing models and payment facilitation packages he observed at the exhibition from developers, which allow property ownership with minimal initial down payments and installment plans extending up to ten years, enabling buyers to receive their property and benefit from rental returns at a balanced financial cost.

Ali praised the Kurdish people's open and hospitable social character, affirming that the combination of safety, order, and fair legislation makes the Kurdistan Region an exemplary and stable environment for business growth and capital protection.
