KRG Delegation to Brief Council of Ministers on Baghdad Talks, 2027 Budget
The delegation will report on meetings with Iraq’s finance, oil, and planning ministries, as well as Kurdistan Region lawmakers in Baghdad, with the Region’s budget share also under review
ERBIL (Kurdistan24) — A high-level Kurdistan Regional Government (KRG) delegation is presenting a report to the Council of Ministers on its recent meetings with Iraq’s ministries of Finance, Oil, and Planning, focusing on the draft 2027 federal budget law and the Kurdistan Region’s financial entitlements.
The Council of Ministers is meeting on Wednesday under the chairmanship of Kurdistan Region Prime Minister Masrour Barzani, and with Deputy Prime Minister Qubad Talabani in attendance.
The delegation is briefing the Council on the outcome of its recent discussions with the three Iraqi ministries, with particular attention to the draft of Iraq’s general budget law for 2027.
The report also covers the delegation’s meetings with representatives of the Kurdistan Region in the Iraqi Parliament and the issues discussed concerning the Region’s financial rights and share in the federal budget.
As part of the same agenda item, the Council of Ministers is examining in detail data related to the Kurdistan Region’s share based on the results of Iraq’s latest population census.
The discussions come as the Kurdistan Regional Government continues talks with Baghdad over financial and budgetary issues and efforts to ensure the Region’s constitutional entitlements are reflected in the 2027 federal budget.
Efforts to resolve the Kurdistan Region’s financial and fuel-related issues have intensified, with Iraqi Parliament Deputy Speaker Farhad Atrushi saying on Wednesday that discussions are underway with Baghdad over the Region’s financial entitlements, the timely payment of public-sector salaries, and an increase in fuel allocations.
Atrushi told Kurdistan24 that a delegation from the Kurdistan Region has held several meetings in Baghdad in recent days with political parties and representatives of the federal government to ensure the Region’s financial rights and entitlements are addressed in Iraq’s 2027 federal budget.
He said the Kurdistan Region’s proposals concerning the budget, employment, and other financial matters had been prepared in draft form and submitted to the Iraqi Council of Ministers. If approved, the proposals would be forwarded to the Iraqi Parliament as draft legislation.
However, Atrushi noted that the process could take several months due to Iraq’s current political circumstances.
Preparations for New Academic Year
The first item on the Council of Ministers’ agenda focuses on preparations for the start of the 2026–2027 academic year.
During the meeting, the ministers of Education and Higher Education and Scientific Research are presenting details of their plans and preparations for the new academic year.
