KRP Nechirvan Barzani grants special pardon, approves establishment of Taq Taq district
These decisions mark the latest steps by the Kurdistan Region leadership to address humanitarian considerations within the prison system and advance administrative development in the region.

ERBIL (Kurdistan 24) – On Sunday, Kurdistan Region President Nechirvan Barzani issued a special pardon for several convicts, as well as a decree to establish the Taq Taq District, reflecting ongoing initiatives within the region.
Special Pardon for Convicts
According to a statement from the Kurdistan Region Presidency, Kurdistan Region President Nechirvan Barzani, based on paragraph 6 of Article 10 of the Kurdistan Region Presidency Law No. 1 of 2005 (as amended), signed Decree No. 336. This decree grants a special pardon to a group of convicts housed in the region’s correctional facilities, as part of an ongoing effort to review cases.
Dilshad Shahab, the official spokesperson for the Kurdistan Region Presidency, clarified, “The pardon applies to 17 convicts who have served the majority of their sentences and whose health conditions are unstable.”
Shahab added that this decision follows a recommendation from Kurdistan Region President Nechirvan Barzani to form a joint committee comprising the Presidency of the Region, the Council of Ministers, relevant ministries, the Judicial Council, and the Human Rights Commission in Kurdistan. The committee’s role is to assess the conditions within the region’s prisons and correctional facilities.
"The committee reviewed the cases of these individuals, noting that, despite having served most of their sentences, they no longer pose a threat and are capable of reintegrating into society. Based on this assessment, their release was recommended," Shahab explained.
Establishment of Taq Taq District
In addition to the pardon, Kurdistan Region President Nechirvan Barzani issued Decree No. 335 on Sunday, approving the establishment of the Taq Taq District.
Shahab highlighted that the proposal for the new district was initially submitted by the Kurdistan Regional Government’s Council of Ministers and subsequently forwarded to the Kurdistan Region Presidency. "Following a thorough review, the President of the Kurdistan Region signed the decree to formally establish the Taq Taq District," the spokesman said.
