IAEA Refers Iran to UN Security Council Over Nuclear Non-Compliance

ERBIL (Kurdistan24) — The International Atomic Energy Agency (IAEA) Board of Governors on Wednesday voted to refer Iran to the United Nations Security Council over its nuclear “non-compliance,” in a move aimed at increasing diplomatic pressure on Tehran.
The resolution, submitted by Britain, France, Germany, and the United States, was adopted by 23 votes in favor, three against, and eight abstentions. Russia, China, and Niger voted against the measure.
The resolution requests that the IAEA director general report Iran to both the UN Security Council and the UN General Assembly.
The move marks the first referral of Iran to the Security Council in 20 years over its failure to comply with nuclear reporting obligations.
The IAEA has been unable to access several key Iranian nuclear facilities since Israel, with US involvement, launched a 12-day conflict in June 2025 that included strikes on nuclear sites.
Iranian nuclear facilities were also struck during the latest war, which began on February 28, prompting repeated calls from the IAEA for access to the affected sites.
The referral is largely viewed as a diplomatic and symbolic measure, as Iran’s allies, Russia and China, are permanent members of the Security Council and can veto sanctions against Tehran.
Iran rejected the resolution, saying it would produce no results.
“This resolution was passed under political pressure from the US and its allies and in our view has no basis,” Iran’s representative to the IAEA, Reza Najafi, told state television.
