Kurdistan Region Council of Ministers Endorses New Understanding with Baghdad on Salaries and Financial Entitlements
Following detailed discussions, the Council of Ministers welcomed the agreement and decided to implement its terms. The deal commits the federal government to send the Kurdistan Region’s salaries and financial dues in return for KRG’s compliance with agreed-upon obligations.

ERBIL (Kurdistan24) — The Kurdistan Region Council of Ministers on Wednesday approved a new mutual understanding between the Kurdistan Regional Government (KRG) and the federal government in Baghdad regarding the Region’s salaries and financial entitlements.
The meeting, held on Wednesday, was chaired by Prime Minister Masrour Barzani and attended by Deputy Prime Minister Qubad Talabani.
At the outset, the Council strongly condemned the recent terrorist drone attacks targeting the Kurdistan Region—particularly its oil infrastructure—which have caused significant material damage to oil production facilities. The Council described the assaults as deliberate attempts to destabilize the Region’s economy and energy sector. It called on the federal government to fulfill its constitutional responsibilities by taking legal action against those behind the attacks and implementing effective measures to prevent future incidents.
The session then focused on the financial situation in the Kurdistan Region and the ongoing negotiations with the federal government. Prime Minister Barzani and Deputy Prime Minister Talabani presented details of the recent mutual understanding reached in Baghdad, which concerns the disbursement of the Region’s financial entitlements and the KRG’s corresponding commitments.
Following detailed discussions, the Council of Ministers welcomed the agreement and decided to implement its terms. The deal commits the federal government to send the Kurdistan Region’s salaries and financial dues in return for KRG’s compliance with agreed-upon obligations.
The endorsement marks a potential step forward in resolving long-standing budget disputes between Erbil and Baghdad, with hopes that this latest development will provide greater economic stability for the Region and its public servants.
