Iran Hosts Mecca Alliance members In Tehran Security Summit
The Iranian Foreign Ministry confirms the quadrilateral meeting was proposed during Pakistani Army Chief Munir’s visit to Tehran and accepted by Iran, bringing together security and military officials from Türkiye, Saudi Arabia, and Pakistan under Iranian hosting for the first time
ERBIL (Kurdistan 24) - Iran’s Foreign Ministry confirmed Monday, October 26, 2026, that a quadrilateral meeting is being organized in Tehran attended by security and military officials from Türkiye, Saudi Arabia, and Pakistan, with the Iranian Foreign Ministry stating that the initiative for the meeting was proposed during Pakistani Army Chief General Asim Munir’s visit to Tehran and was welcomed by Iran.
“Today we are organizing a quadrilateral meeting with the presence of security and military officials from Türkiye, Saudi Arabia, and Pakistan,” the Iranian Foreign Ministry said.
The initiative for this meeting was proposed during Asim Munir’s visit to Tehran and received our agreement.
Iran’s Supreme National Security Council separately confirmed that Saudi Arabia’s Defence Minister, Pakistan’s Army Chief General Asim Munir, and Türkiye’s intelligence chief will meet with the Secretary of Iran’s Supreme National Security Council, describing the gathering as an Iranian initiative aimed at taking an effective step toward building regional internal security. “Our strategy is achieving regional security and confronting any foreign intervention and external influence,” the council said.
Proposed By Munir, Welcomed By Iran
The Iranian Foreign Ministry’s confirmation that the meeting was proposed during Munir’s earlier Tehran visit is a significant procedural disclosure. It means the quadrilateral security architecture was not pre-planned by Tehran alone but emerged from the active mediation dynamics already in motion when Pakistan’s army chief arrived in Tehran last week carrying messages between Washington and Tehran. Munir’s proposal of a broader regional security meeting involving Saudi Arabia and Türkiye alongside Iran suggests Pakistan is not merely serving as a bilateral US-Iran messenger but as a regional security architect actively working to build a multilateral framework for de-escalation.
The Significance
The simultaneous presence of Saudi Arabia’s Defence Minister, Pakistan’s Army Chief, and Türkiye’s intelligence chief in Tehran under Iranian hosting is one of the most consequential single diplomatic gatherings of the conflict’s duration. Saudi Arabia and Iran have been on opposite sides of the most intense regional confrontation in decades, with Houthi missile debris falling on Mecca and Medina as recently as Saturday October 24. Pakistan has been one of the two primary mediators between Iran and the United States. Türkiye’s intelligence chief’s presence signals Ankara’s active engagement in the conflict’s resolution track alongside its own FM Fidan, who called for Hormuz freedom of navigation from Baghdad earlier this month.
Iran’s framing of the meeting as aimed at building regional internal security and confronting foreign intervention is a direct articulation of Tehran’s consistent strategic proposition: that regional security must be achieved by regional countries themselves, without the presence or mediation of external powers. Iranian FM Araghchi stated publicly Sunday that for peace and stability in the region, the presence of foreign forces must end completely.
The gathering arrives as US intelligence agencies have warned that Iranian plots against Americans have reached advanced stages, Trump said Saturday he may strike Iran as soon as the day after the November 3 midterms, and the US has more than 50,000 troops in the Middle East with a third aircraft carrier en route.
