Iraq Integrity Commission Jails Muthanna al-Samarrai for 6 Years
Iraq’s Integrity Commission says Azm Alliance leader Muthanna al-Samarrai got six years in prison and must return 30 billion dinars over refinery contracts.
ERBIL (Kurdistan24) - Iraq’s Federal Integrity Commission announced on Thursday that a prison sentence has been issued against Muthanna al-Samarrai, head of the Azm Alliance, and Ziyad al-Janabi, and that the court has ordered tens of billions of dinars to be recovered from them.
In a statement on Thursday, the commission said a six-year prison sentence was imposed on Samarrai, head of the Azm Alliance.
The commission attributed the sentence to Samarrai’s benefiting from contracts of the Northern Refineries Company and the Southern Refineries Company.
It said the court ordered Samarrai to return 30 billion dinars, because he obtained that sum through intermediation in the contracts of those two companies.
In another part of the statement, the commission said a five-year sentence with hard labor was imposed on Janabi, former chair of the Parliamentary Integrity Committee.
The court also ordered the lawmaker to return 4 billion dinars, because he benefited from the contracts of the Northern Refineries Company and used the money for his own interests.
In mid-2026, the Iraqi government launched a broad anti-corruption campaign called the “Dawn Campaign,” in which dozens of lawmakers and senior government officials were arrested. The campaign came after Adnan al-Jumaili, former deputy oil minister and director of the Northern Refineries, was arrested on charges of corruption and wasting public funds.
During the investigations, Jumaili made extensive confessions about the involvement of several political figures in illegal agreements and contracts in the oil and refinery sector. Among the most prominent of them were Samarrai, head of the Azm Alliance, and lawmaker Janabi.
