ERBIL (Kurdistan24) – The Iraqi Deputy Finance Minister Rebaz Hamlan engaged in discussions with Iraq's Supreme Judicial Council President Faiq Zidan on Monday, stressing the need for maintaining distinct consideration for Kurdistan Region's civil service payroll matters.

Hamlan conveyed formal greetings from Kurdistan Region’s Prime Minister Masrour Barzani at the meeting and conducted wide-ranging discussions on outstanding federal-regional issues.

The key discussion points included deliberations about the mechanisms of budget allocation, disbursement of civil service and government employees salaries, resumption protocols for KRG’s oil, and implementation framework for Federal Court decisions.

Hamlan specifically called on the Supreme Judicial Council to maintain autonomous consideration of KRG civil servant salary issues as well as ensuring precise implementation of Federal Court decisions.

The Federal Court decisions that were one of the key aspects of the discussions at the meeting include salary standardization, pension equivalency measures, civil servant registration protocols, and regional bank authorization compliance.

This meeting occurs amid continuing discussions about federal-regional financial coordination, particularly regarding the implementation of constitutional provisions and budgetary allocations.

The meeting underlines the intricate interaction between judicial oversight and administrative execution in Iraq's federal structure.

The emphasis on distinguishing the Kurdistan Region's civil service matters from other issues reflects a strategic approach to solving long-standing financial coordination challenges between Baghdad and Erbil, especially within the framework of constitutional obligations and Federal Court directives.
