ERBIL (Kurdistan 24) - Dr. Vala Farid, head of the Kurdistan Democratic Party parliamentary bloc in the Kurdistan Parliament, sent a formal message on Saturday to the eldest presiding member of the Kurdistan Parliament calling for the immediate resumption of the first session of the new parliamentary term and the full implementation of legal and procedural requirements without any preconditions or obstacles.

"Resuming the first session of the new parliamentary term for the purpose of electing the parliamentary presidency board is a fundamental and legal duty of the eldest presiding member, and she must carry out this duty and chair the session without setting any conditions or obstacles," Farid wrote.

She stated explicitly that at this stage there is no justification or excuse for further delay in holding parliamentary sessions, adding: "Any faction that does not attend the session will bear responsibility before history and the blood of the martyrs."

Farid called on the eldest presiding member to invite all parliamentary members to complete the first session, declaring: "We as the Kurdistan Democratic Party bloc announce our full readiness to participate in the session and activate parliament."

The Kurdistan Parliament has been in a prolonged deadlock since the Region's parliamentary elections were held, with the first session of the new term yet to be convened and the parliamentary presidency board yet to be elected. Without a functioning parliament, the Kurdistan Region cannot form a new Tenth Cabinet to replace the Ninth Cabinet led by Prime Minister Masrour Barzani, creating a governance gap that has persisted for nearly two years. KRG Spokesman Peshawa Hawrami confirmed Saturday that discussions about obstacles to activating the parliament were among the issues raised by EU Liaison Office head Stefan Went during his meeting with KDP President Masoud Barzani in Pirmam earlier this week.

The KDP's direct and public call on the eldest presiding member to convene the session without preconditions, combined with Farid's warning that non-attending factions will bear historical responsibility, signals an escalation in the KDP's public pressure on the parties blocking the first session, at a moment when the 2027 federal budget negotiations and the ongoing security and economic pressures on the Kurdistan Region make the absence of a functional parliament increasingly costly.
