Iraq’s Electoral Commission Approves Public Communications System for 2025 Parliamentary Elections
According to IHEC spokesperson Jumana Ghalay, the Commission endorsed a comprehensive set of communication protocols aimed at enhancing transparency, engagement, and oversight for the election process.

ERBIL (Kurdistan24) — Iraq’s Independent High Electoral Commission (IHEC) announced Thursday that its Board of Commissioners has approved a public communications system to support the country’s upcoming parliamentary elections scheduled for 2025.
According to IHEC spokesperson Jumana Ghalay, the Commission endorsed a comprehensive set of communication protocols aimed at enhancing transparency, engagement, and oversight for the election process. The decision was finalized on Thursday, during an official meeting of the Board.
In a press statement, Ghalay clarified that the approved system encompasses a wide range of specialized components, each designed to ensure trust and accountability during the electoral cycle. These include:
- System No. 4: Electoral campaign notification protocol
- System No. 5: Accreditation of representatives of political coalitions, parties, and independent candidates
- System No. 6: Accreditation of domestic election observers
- System No. 7: Accreditation of international election observers
- System No. 8: Accreditation of both domestic and international media outlets
The move is part of IHEC’s broader strategy to strengthen democratic practices and enhance institutional trust ahead of the 2025 national vote. By streamlining procedures for communication, monitoring, and media engagement, the Commission aims to minimize irregularities and foster inclusive participation.
As Iraq prepares for another round of parliamentary elections, scheduled for November 11th, the endorsement of these systems underscores the country’s ongoing efforts to improve electoral integrity and rebuild public confidence.
