Syrian National Dialogue Concludes with Key Resolutions for the Transitional Period

Al-Sharaa rejected any external intervention in Syria’s future, stating, "The Syrian people have regained their freedom, and it is now their responsibility to rebuild their country in unity."

Erbil (Kurdistan24) – The Syrian National Dialogue conference concluded its sessions in Damascus, bringing together representatives from various societal groups. The final statement which was released by the official Syrian Arab News Agency (SANA) emphasized the rejection of any form of division or fragmentation and affirmed Syria's sovereignty over its entire territory.

A Unified Syria and Rejection of Foreign Interference

In its final statement, the congress reaffirmed Syria’s territorial integrity and condemned any attempts at partitioning the country. 

It also strongly denounced Israeli incursions into Syrian lands, calling them a blatant violation of national sovereignty and demanding an immediate and unconditional withdrawal. Participants urged the international community and regional organizations to take responsibility in pressuring Israel to halt its aggressions.

Urgent Steps Toward a New Political Framework

Recognizing the constitutional vacuum left after the fall of the Assad regime, the congress called for the immediate adoption of a temporary constitutional declaration to ensure a smooth governance transition. 

It also stressed the formation of a transitional legislative council based on competence and fair representation, which would serve as the interim legislative authority.

Additionally, a constitutional committee will be established to draft a permanent constitution that guarantees a balance of power, justice, freedom, and equality, laying the foundation for a democratic state based on the rule of law.

Human Rights, Freedoms, and Social Inclusion

The congress placed significant emphasis on freedom as a fundamental value, recognizing the high price Syrians have paid for their rights. 

It pledged to ensure freedom of speech and expression while upholding human rights and strengthening the role of women in all sectors. Special attention was given to protecting children's rights, supporting people with disabilities, and increasing youth participation in state institutions and society.

Furthermore, the statement rejected all forms of discrimination based on ethnicity or religion and stressed the importance of fostering national identity and citizenship.

Economic Recovery and Lifting Sanctions

Delegates called for the immediate lifting of international sanctions imposed on Syria, emphasizing that these measures now primarily burden the Syrian people, hindering reconstruction efforts and the return of displaced citizens and refugees.

They also underscored the need to restructure and reform public institutions, enhance digital transformation, and combat administrative corruption by ensuring employment based on merit, integrity, and national loyalty.

Role of Civil Society and Ongoing Dialogue

Recognizing the importance of community involvement, the conference  also advocated for the active participation of civil society organizations in reconstruction efforts. It encouraged the Syrian government to support local NGOs and bolster grassroots initiatives to complement state efforts.

In conclusion, the congress highlighted the need to institutionalize a culture of dialogue and continue deliberations at various levels. It also pledged to release a detailed report compiling the insights and contributions of participants in the discussions.

Al-Sharaa: “Syria Must Be Rebuilt by Its People”

Addressing the people in the Syrian National Dialogue, Ahmed Sharaa, head of Syria’s transitional phase, reiterated that the Syrian people alone liberated their country and must now take charge of its reconstruction. He emphasized that all armed groups must be dismantled, and state authority must be restored across all Syrian territories.
