KRG Council of Ministers address Kurdistan Region civil servant salaries

ERBIL (Kurdistan24) – Kurdistan Region Prime Minister Masrour Barzani chaired a meeting of the Kurdistan Regional Government (KRG) Council of Ministers on Wednesday. The meeting, attended by Deputy Prime Minister Qubad Talabani and other key officials, focused on securing salaries for Kurdistan Region civil servants and reinforcing commitments to intergovernmental agreements.

At the outset, Prime Minister Barzani expressed gratitude to the KRG’s negotiating delegation and the Ministry of Finance and Economy’s technical team for their diligent efforts. He also extended appreciation to civil servants for their patience, assuring them that the government remains committed to safeguarding their financial rights. Additionally, the Prime Minister thanked the Iraqi Prime Minister, the President of the Kurdistan Region, the Iraqi Finance Minister, Kurdish ministers, members of the Iraqi House of Representatives, and other Iraqi officials for their collaborative role in securing a budget agreement.

A key highlight of the meeting was the report presented by the Minister of Finance and Economy Awat Janab Noori, detailing the framework of the financial agreement for 2025. Following thorough discussions, the Council of Ministers unanimously approved all proposed measures, ensuring guaranteed salary payments for all twelve months of 2025. The decision eliminates any technical barriers that could hinder the agreement’s implementation, providing much-needed financial stability for civil servants.

Moreover, the Council approved the full compliance and allocation of salaries for all Kurdistan Region civil servants in 2025, aligning with the presented expenditure plan. This move reinforces the government's commitment to ensuring pension security and financial sustainability across the region.

Another crucial discussion focused on the implementation of the first amendment to the Federal Budget Law concerning Article 12 on oil exports. Acting Minister of Natural Resources Kamal Mohammed presented updates on this matter, and the Council reaffirmed its commitment to the amendment. The Ministry of Natural Resources was directed to maintain ongoing coordination with the Iraqi Oil Ministry, the State Organization for Marketing of Oil (SOMO), and oil-producing companies to expedite the resumption of oil exports.

Lastly, the Council deliberated on optimizing internal revenue management for 2025. A directive was issued for the Ministry of Finance and Economy to transfer the Federal Treasury’s December 2025 allocation to the Federal Ministry of Finance’s account in the coming days, ensuring seamless financial transactions and intergovernmental cooperation.

This meeting marks a milestone in fostering economic resilience, securing financial rights, and enhancing cooperation between the Kurdistan Region and the federal government. With these decisive actions, the KRG continues to prioritize economic stability and prosperity for its citizens.
