Erbil can adopt Zakho, Duhok's effective bureaucratic practices to address public complaints
The teamwork, creativity, facilitation, collaboration, cooperation, time management, and coordination are highly noticeable in Ibrahim Khalil, Zakho Independent Administration, and many public sector departments and units in Duhok.
ERBIL, Kurdistan Region (Kurdistan 24) – In Erbil capital city, people have been complaining about the public sector’s admin, management offices and directorates, for failing to deal with people’s issues and paperwork.
From many sources, it was highlighted that it has been an ongoing issue. However, being aware that all the blame is pushed down to the employees and staff in those settings.
Any paperwork or an official letter that has got one’s request within the content should go through a number of requirements, actions, and steps are called bureaucracy.
Employees are blamed for not handling people’s inquiries and paperwork appropriately, accurately, within the timeframe that it should be, and missing out on the deadlines.
It is noticed from the moment entering those settings, that staff members or employees would not be bothered to facilitate and make paperwork go through fast - of course as according to the rules.
The teamwork, creativity, providing training, continuous development of professional CDP courses and training, human resources inspection also follow-ups are necessary in any department, directorate, and any other settings.
Depending on people’s experiences, it’s come across that the routine work and bureaucracy have been quite helpful, for example in Ibrahim Khalil’s, which is a border base between Kurdistan Region and Turkey, also similar atmosphere in Zakho Independent Administration, as well as Duhok’s organizations and directorates.

Perhaps their model can be brought in to Erbil’s, to sort too many problems out in its settings.
The Diwan (Office) Chairman at the Council of Ministers of Kurdistan Regional Government, Dr. Omed Sabah visited Duhok province and Zakho Independent Administration, on Monday, Aug. 19.
Dr. Sabah met with the Governor of Duhok, Dr. Ali Tatar, Gohdar Shekho, Supervisor of the Zakho Independent Administration, and separately with the managers of the admin units in both zones, at different times.
He highlighted in those meetings "All efforts should be intensified to serve people and their issues."
It is understood that also, focuses were made on further development and speeding the public serving projects in Duhok province.
Furthermore, all the intentions were made clear to be for further service to those places and their people.
